1st cut should be moist and tender, yes. Corned beef and pastrami can be tough, but dry should never happen.

First cut is not best cut; its too lean. Its the second cut that shines the most.
The first cut are the end pieces which cook first. You want more tenderness you have to go away from the first cut that's more well done in any restaurant. If you were disappointed talk with them, I'm sure they want you to be happy with your order.
1st cut can be a little dry since the fat is minimized. Try Crown Mkt in W. Hartford or Rines Deli in Vernon too
