Yes, though according to their website "house rules" you have to go in with her, she can't be there alone. So as long as you're with her it's fine. Plenty of games that are fine for kids. They use game cards so you don't have to worry about tokens or tickets. There is also a kids menu if you eat there, plus there is an entrance/exit to the mall so you can also go to the food court nearby (not a ton of restaurants, left but at least there are other options).
Yes you are. They have a separate area for games and food/drinks if you stay that long to eat.
