Contact attorney general's office and file a consumer complaint. Sister works here for state and says it's illegal
The finance company has the right to accept or deny depending on the new applicant, the applicant must qualify to take over the loan and you must meet whatever terms to reach and agreement. Most importantly if the process is not followed and you just drop off the car and remove plate and state that you are surrendering. Then the loan is not successfully transferred. I hope this helps.
