Does the owner of the vehicle have to present when someone is using their car to take the driving test?

Yes. They have to show their licence, registration and insurance to the clerk at the window and enter it on the forms you have to fill out first. They must be in the vehicle while you take the test. I just went through it.

Not sure, but the person with the learner's permit needs an adult present in the car to drive.
