It can be caused by a delay, which means the mailman hasn't received that mail to be delivered yet and also sometimes as the mailman pulls other mail from their bag other people's mail may fall to the ground from their bag without them noticing so as a result the mail is lost; I've witnessed that myself. so, the mailman has to be careful of that as well.
