No. Not in rotary park. However, the park behind it on Oakland is permissible on lead. Also, yes, dogs do communicate aloud. I've seen only a rare few that are silent.

Last time we went no dogs were allowed not in the playground area or in the Park area so that seems to be a lot of conflicting answers here

Yes all dogs are allowed but yeah you got to watch them so they need to be on a leash so they don't go out bite anybody because you're responsible

NO BICYCLES allowed inside the park. PAVILIONS ARE NON-REFUNDABLE. A transfer is available no later than 2 weeks before scheduled date. A transfer must be used by October 31 of current year.
