Majority of the ports are owned by the States but some they have support from the government too..
I've sat in on meetings concerning the expansion process and the way I understand it is they receive federal funding but they are their own entity owned by the state. There's a better explanation at https://georgia.gov/agencies/georgia-ports-authority
