A pastor is the head spiritual leader of a religious organization. A minister is someone who does the work of God, but is not "The leader".

I would say Pastor is an office, appointed to by a church, inc., a non-profit corporation and a minister can be anyone who attends to the temporal physical and, especially, the eternal Spiritual needs of people. A Pastor can minister but a non-appointed person cannot be a Pastor. Pastors MAY be less bold about the full gospel due to the culture of a church and powerful traditionalisms or habituation. "Lay" ministers may be less knowledge about the gospel. Both may not know how to fight the spirits vs. Spirit war, the darkness and lite - the superimposed superficiality - vs. the supernatural Son light for heart (of the mind) deep insight.
