If you don't do it online you can go to Baden and the middle of field entrance go to the front of the parks department building next to the picnic area
You most likely would be better off filing for it online. $15 for permit I believe. Also 1st come 1st serve on grounds so if having afternoon party, I would get there for 8am. I did that and there were already people there without permits that took a few tables. Just because you have a permit doesnt mean others cannot take tables. I would recommend you do this as well as thinking about wolfes pond for a picnic. Wolfes pond has lots to do. I handy childs 5th birthday party there and was a success.
