Hello! Your nephew doesn't need a library card to use the library's public spaces for studying. Our reference department on the second floor has open tables, wifi, and a place to plug in his laptop if needed. However, if he needs to use one of the library's computers, he does need a library card or he can get a guest pass for $1, which gives him up to 6 hours for one day on the library computers. Signing up for a library card is free as long as he is a resident of Lackawanna County. Thank you for reaching out.
