For recycling paint there is https://www.atlantapaintdisposal.com/ Also, as long as the paint cans are dried out (kitty litter will speed the process) you can dispose in household garbage. We use Atlanta Paint Disposal whenever we have wet paint to dispose of. Their website offers pickup days/times and there is a per can/container fee as they are a private business.
