What is the policy on dogs. I have a neighbor above me who let's this dog be on the balcony for hours just barking! Its 11pm and this dang dog is still out here barking. This is not the first time. We work here so to get some rest would be nice.

Im not sure about policy but many people leave here dogs on balcony. Even it is here barking park.
