I'm not to sure what kind of drink you are referring to. If it's water of course you can bring your own. I also seen a couple guys walking around with a beer while hiking. So I hope that helps you out.

If you're going hiking yes. There are places to sit and eat. Inside the visitors center there is a grill I belive as well.
If there not a concert or something going on you can visit for free and bring your own drink
