We were there on Sunday and there were Uber and Lyft drivers everywhere. They were even offering rides from the parking lots up to the top. You shouldn't have any problems. Had great reception on my phone as well.
I don't believe so however you won't need it. They will have uber,lyft, and several taxi companies going up and down all night. You'll have no problem getting a ride or picking up customers either way.
