Yes, Red Rocks is actually a Denver Mountain Park, so as long as there isn't a show going on you're allowed to visit any area in and around the amphitheater. There's a nice museum/visitors center at the top, also free. However, I recommend going early as they sometimes close the amphitheater mid to late afternoon to setup for shows and those can happen any day of the week during the summer.
