I would not take a dog to the mall.
For service animals yeah, on weekdays you will see trainers training service animals. It's pretty cool
I wouldn't want to take my dog to the mall. A park or hiking is a better place for a dog.
From what I've seen yes might be restricted areas though unless it's for service dogs but yes
