I have another insurance provider who pays part of my prescription seeing how I got another insurance carrier that makes this card not eligible

I had a prescription filled and I have aarp for insurance they paid$ 43.of I paid 12 I showed the pharmacy my health well card they it didn't accept it.. The prescription was for eye drops. my question is seeing how I got a a r p for insurance that the health well doesn't apply for a copay. I tried calling the number on the back of the card for information for makes it. Easier to explain what I was doing when answering got a recording said it wasn't open that was 10 am est
