We have a yearly pass so can go to all of the parks, saves lots of cash. Maybe $150 a year.

Yes, the park is open. There are picnic tables but I didn't reserve anything. Parking was $5 I believe.

Went to the park 3 weeks ago, it was open and I believe it is still open now. Pay for parking ($5 per car per my memory) but I don't think you have to pay for picnic if you're just picnic with a few people. You can find picnic tables easily in the park. Me and my friend's family, total of 4 adults and 2 kids, had our lunch at one of the table on the day we visited.
