You would need to call the Humane Society or visit to see if they have any availability. They usually pull from other shelters when they have empty kennels, so it is uncommon for them to have space for surrenders. You will probably have to contact animal control if you are intent on surrendering him but I would use that as a last resort after checking if any friends/family could take him.

Most of the time they have room have you tried to give him to someone or try craigslist I have had pretty good luck on there with getting dogs and finding a new home for them when I move
