Do I need to make an appointment to purchase staten island ez pass tag?

You purchase them at E-Z Pass centers, not DMV

Ez pass center is closed in staten island. I saw the signs around the building saying that I can purchase the pass at dmv. But when I asked the worker there, she told me to make an appointment. But the appointment online doesn't give an option to pick up ez pass.
