Go to the front and get a drop box packet. Fill out all the documents. Drop it off at the drop box with title, insurance and copy of ID. (Bill of sale is only needed if your car is less than 10 years old). They will send you a text or email when you can pick up your plates. Mine only took a week to process.

I work as a security guard there and no you don't need an appointment to return plates. Just come by the door, security will hand you a white envelope ✉ for you to fill out and put your plates in. Drop it in a Blue Drop box inside the lobby.

As long as you have all your stuff. You can walk in and they will give you an envelope with all the paper. Fill it out seal it and drop it off. They will call if there is an issue or txt you when its ready for pickup. I dropped mine off at 815am and got my plates at 230. I left and came back when they were ready. Didn't know how long it would take and wasn't going to sit and wait for them

Do online. If need eye exam, you can do at your eye Dr and make copy of front of driver lic and then they mail you renewal in 2 weeks. For in person can try to make appointment for new photo but not doing any enhanced license yet as old type has been extended. Even if you have appointment expect to wait outside. They do have drop box also inside but sometimes can hand your completed documents to staff rather than wait on the line outside to drop off. They can also txt you when your new documents, LIC plates etc are ready if don't want to wait to have mailed. I don't work for DMV but this was my experience there this week.
