No. The tours are scheduled in groups of 10 about every 30 minutes. The circular staircase is very steep and contains about 75 steps. There is a less expensive tour that doesn't go to the top. Both are fascinating and informative!
Wasn't open when I was there yet, most of them are set time frames and you just have to be there to get into a group tour
