Do they sell art materials such as colored pencils, pastels, etc. open stock or only in sets?

They do have some open stock available .

They have many open stock colored pencils including brands like Polychromos and Prismacolor, some open stock pastel sticks and pencils, open stock watercolor pencils, charcoal pencils, etc. They don't have every color but the selection is pretty good.
