I agree with Michael Hopkins. Legally by yourself NO. In NC you have to be 18 years old. You can, however, have a parent or legal guardian to accompany you and give consent. That is of course if the tattoo shop allows it. Every artist and shop is different. Your best bet would be to go to the shop and ask them what you have to do. Everybody at INK WELL is pretty cool - they will be more than happy to answer any of your questions.
