Where is the Email, Text messages or letter that is supposed to be submitted to ALL Tenants that rent office no longer accepts money orders to pay the rent?

I've just been told by a tenant that you have to go online an pay with a debit or credit card. Why is and was this kept such a secret? Is the rent office trying to charge a late fee on cool?
