Best i know, there's already a connection to the Willow Bayou. The whole intent of the Willow Waterhole system is to retain millions of gallons of flood water to allow existing drainage to handle initial flood waters. It should already be helping the region, especially downstream.
Take it to the flood czar.
It seems to have the capacity to retain much more water.
Been there many times, but not knowledgeable on that area's water mechanics and flooding characteristics.
I've been there to walk my dogs and from my laymen's perspective it will be better. It will definitely improve the usefulness to the wildlife.
