I just looked online. Completed forms, pictures and ID can be accepted at the rosemeade post office and the other place mentioned above ( for first time passports). Passports can be renewed by mail.
You apply for a passport at the Sandy Jacob's Denton County Gov't office off W Rosemeade near Denton Road.
