Ok I paid the finally part to the state September 27 now it says issue date is 10/5/19 to 10/5/20 will I get my card by the 5th today's mail didn't come yet???

Yo dude take a ride to Senator Sabatina's and they can find out the status of your card and when you will receive it...

If it's not in today's mail it will be in tomorrow's mail. Like you I was concerned that it wouldn't arrive by the effective date but I received it on the same day it became effective. Also consider that you're relying on USPS for delivery

For me it came in 3 days

It's coming from Harrisburg.. Normally take a good 3/4 days til once shipped out for you to receive your card..
