Business casual... however I saw some people dressed very casual, as if they were at McDonald's. Personally, if a restaurant has a dress code, they should enforce it. Otherwise it makes a high end restaurant look cheap.
Wear what you want. You'll see everything from one extreme to the other. Personally, I stick to the business casual or better look.
It's a tourist restaurant, so it runs the gamut. Moreover, it's in Houston, and so restaurants are used to people (very rich people, sometimes) showing up in a sweaty t-shirt at any particular place -- Tiffany's needs to sell rings to oil workers too. Don't fret. Any shirt with buttons would be fancy enough.

I typically wear a pleated broad waist sash aka a cumberbund and a lackluster ERECTION!! No one seems to mind
