Yes it is. You have to enter through the front doors

We went general entry and was inside within a few minutes.
Post and 713 are connected, but post is the left half of the building. You connect reenter 713 Music hall once you exit into the Post food hall from 713. Parking is free as of when this is posted but I'll update when I can.
It is connected. I'd say it's probably faster to go through the front doors of 713, than the entrance in POST itself.
