There are photo tours scheduled that allow personal use imagery with better-than-cellphone camers. Only time you cam use tripods. Professional/commercial shots require in advance permission (and extra $$).
Photos are allowed and encouraged! For the best photo opportunities, lookup when sunset is and book then. You will get some pics in day light and lit up at night. I highly recommend the "Brilliant" light show that is separate from the tour - you can't film during it but you can take some Instagram worthy pics/videos afterwards.
