Yes, before we purchased a membership, we we asked and were allowed to walk around. I believe you are also allowed to purchase alcohol without a membership in specific states as required by law.
Without a membership you can use the pharmacy and optical departments. To purchase anything else you need a membership.
As far as I know you can go in with a member and make a purchase using there membership
if you don't want a membership you are allowed to get or have someone buy for you a Costco prepaid gift card I think it goes up to $1,000. they used to advertise it at Christmas time.
I bring non members once in a while, they've always let the person buy on my card. I'm not certain the official policy, but they make it right.
You can walk in on your own and look around but you can't buy anything unless you have a membership.
You may be allowed to walk through the store before buying a membership.
Costco use to offer a trial period for some companies or government agencies or if you're a credit union member. It's my understanding that only a member can purchase. Check with member services.
