Cedric pretty much nailed it. If you're comfortable being outside then your dog will be comfortable being outside and everyone feels the same.
Yes especially at night right after everyone gets off work. But I'd be careful taking my dog at any time most of the owners there don't pay attention to their dog and don't care if their dog is biting other dogs. So we found that it's really hard for our dog to have fun when she's constantly having the fight off of the dogs. Where did the wise if you dog is vicious or you don't plan on watching her don't come to the park. But if you're a good owner like so many of us are just watch when you go because there's a lot of aggressive dogs there and their owners don't do anything about it most of them anyways
