My rat was drooling a lot and also moving his head back into his body once in a while before he was making a small sneezing/ loud breathing nose and his eyes were watery/ half way closed when I found him this morning, should I bring him in?

Yes, absolutely take him in. All the doctors are excellent, it really doesn't matter who you see as they all consult each other and have access to all files. They treated my tortoise when she came out of brumation with a respiratory infection.
