Yes, but you have to pay your payment plan on time! I made a mistake of making a payment plan when I didn't really have to and I didn't pay it on the date that it was scheduled and days later they shut off my water for a very small amount. Needless to say I was able to have the water turned back on because the amount was so small, but there was an inconvenience. And they explained to me that day my bill could have been five times as much but as long as I paid according to my payment plan my water would still be on.
No because when you make an arrangement they expect for you to keep.They do not care and want you to deal with it.They feel they gave you time enough to make arrangements on it.Make arrangements ahead of time and they will help you but keep it.Because you might no be able to make arrangements in the future on your next bill.
