Yes but do not take the right turn early in the trail. That is a very rewarding but rough trail.
Yes ... There is a flat wide road pretty much to the overlook of the town go past the parking and drop off at the gate. But its not paved! So yes if the walker person is advenutous. If they are debilitated i personally wouldnt.
