Try the App Spot hero. You can reserve your parking spot and pay ahead of time. It's very easy and reliable.
If you don't mind a little walking, I prefer parking at the Navy Pier garage. Very reasonable.

The is no free parking. You'll need to arrange parking in one of the parking garages as it's downtown.
There are very limited spots for free parking in downtown. Best is to use a parking app, find an inexpensive parking spot nearby and walk down to Wendella boats starting point next to Trump tower.
