You may need to get a bike modified...best to visit your local dealer and sit on different models and see if you can put your feet on ground on standard models for a beginning.
They have msf courses. They provide bikes to ride for the course. The typical Harley does have a low seat but sitting on as many bikes as you can is always the best way to find out what fits you.
Is there a club/organization that offers lessons that you trust?
A 883 Sportster. You would need to sign up for a motorcycle saftey course. They will teach you to ride properly.
