I would say no because the grade even on the paved ones is awfully steep
There are multiple trails that connect together and so there are some routes that are definitely not wheelchair accessible and others that I would say are because they are smooth or paved or boardwalks with no steps that I can remember. Bear in mind I am not experienced with wheelchairs so even the ones I think are accessible may not be necessarily easy to traverse in a wheelchair.
