I think it's best you go chat with them. Yes 22k is above the income cut off for sure.

For Genesee Health Plan, the income level for an individual is $29,351 annually. I am not sure about the income level. I just had GCH insurance and it does not cover perscriptions. It only covers office visits and maybe bloodwork. Call and get an appointment, ask for Dawn! There is a lot of different insurances that you may qualify for!
