Kayaks and canoes do not need to be registered with the state. And the paddle pass "license" is no longer available. You are still subject to local laws etc and should of course have all your safety equipment, but in terms of human powered water craft, there are no licenses or registration
I'm pretty sure Illinois stopped licensing kayaks and canoes a couple years ago. Last time I tried to buy a new license for my canoe they said licenses are no longer needed.
