T.W.C. only helps those within their vincinity, you'd have to call and ask what area they cover.
As stated above there are boundries of cities they help. I'm not certain of the exact cities. However you can always call them up and ask if they service your area.
Not that I know of. They have boundary lines. I believe you can get a one time food basket if you are out of their area. Good luck. Also, they will refer you to agencies in your area.
I think its a cook county thing but will county has help programs too
