You can into the range IF the store allows it, however if you don't have a FOID card, you are not allowed to handle the weapon or the ammunition according to Illinois law.
Yes they can. They will just be registered under the person they're with FOID card. So in the event something happens the responsibility will be left on the person with the FOID.
