Yes My Pride Tattoo does tattoo minors as long as they are 16 years of age, the legal age in Utah County to receive a tattoo. At least one of their parents or legal guardians needs to be present to sign for the minor and they need to bring with them a doctor's note stating they are in good health to receive a tattoo.
I'm pretty sure you have to have a parent sign and the minimum age in utah to get a tattoo is 17 I believe.
