A family member left their cats with me for a couple of days when she was moving and she never came back to get them. I can't keep them. Can I take these 2 cats to Young Williams animal shelter and drop them off?

They said I could take them there and when I got there they said I would have to pay them 100$ which i didn't have. They are awful and should be ashamed of themselves. They don't care about animals or people. All they care about is money.
