Why can't we get over to the right lane from the other side????

Dangerous traffic situation.

Because sometimes traffic is so heavy. Its best to go down to the light and make an u-turn and come back up.

Turn up the street next door and come through the back motel parking lot

Go to redlight number 10 at far end of parkway and turn around to get into right side lane heading back into town makes it much easier to access parking at top jump.

U-Turns aren't common in the area, so you have to find a stop light or a legal U-Turn lane to get across the medien.
