No there are signs over there and say you're not allowed in the water fishing only
Don't know if you can tube or not, Susquehanna is very close, there are places to get in, if you're allowed to.

Safe Harbor park does not allow swimming from their banks. However, whether they can deny passage is another thing. Expect if you do pass by that a PA Fist and Boat agent could call you out on regulations. Like drunk boating or not ganging a vest or whistle. Tubing from Safe Harbor to Pequea would be three miles, but I believe it to be unsafe.
You can tune there. It wouldn't be a long ride from the park to the dam though. You can put in above the bridge.

There is a set of steps to the left of the parking lot that gets you to the water below the dam. If you load in there, Pequea is the next boat ramp downstream. As to whether or not you are allowed to load in there, I don't know. I believe Pequea is on the same side of the river too. Christiana says no. See below
