I have a 1 month old & so my question is do they allow me to set up a small tent on the grass to keep my baby safe in the shade & away from mosquitoes?

Yes, I've seen that. Even a small floating 'tent' to protect the baby was in the water.

They allow strollers inside the Pool area so a small tent should be ok
