Less than five minutes.
They would not re-certify my Viking composite tank, not because the tank had any problem, but because they don't know or trust composite tanks (the lightweight translucent ones that let you see the gas level). Perhaps that has changed. They have great service and I'm sure they can quickly certify steel and aluminum tanks. Give them a call.
Well, as far as I know.... There's no need for recertification. But! There are still older tanks out there that can still have the opportunity to create a fire or explosion. As long as you take it into a place light Wasatch propane, they can look it over and tell you if there's something wrong with it, and in most cases, they will inspect it for free.
When I got mine done it took 1 day.
Do they they tanks with a bad valve and can't be filled?
