It depends, and I find that annoying, but there's a reason. Look at the "Acceptable Identification" page: https://www.cyberdriveillinois.com/publications/pdf_publications/dsd_x173.pdf . It shows a chart with four groups: A, B, C, and D. For a first time ID that is not a Real ID, I, personally, would bring my Social Security card (satisfies A and C), my birth certificate (satisfies B) and a recent utility bill or bank statement (satisfies D). But the reason there are so many options is because you might not have one of those and there are alternatives. For example, if you have a phone book and you are listed (the bill's in your name, etc.), then you can bring that in to satisfy group D. There are LOTS of alternatives. You should prefer a "Real ID" (which IIRC is needed to board commercial flights and many federal buildings) and for that, you need one ADDITIONAL item to satisfy group D, AND some forms of documentation are not accepted (need forms that are marked with an asterisk).
